Who are the inaugural members of the ClearanceJobs Policy Advisory Board

  • The Honorable William Evanina is the former Director of the National Counterintelligence and Security Center (NCSC) and the Founder and CEO of the Evanina Group. He is recognized for his leadership in counterintelligence and insider threat programs.
  • The Honorable Ellen McCarthy is the former Assistant Secretary of State for Intelligence and Research (INR), and the current CEO and Founder of Trust in Media. She is an authority on open-source intelligence gathering and workforce planning.
  • Jamie Jones Miller is the former Principal Deputy Assistant Secretary of Defense for Legislative Affairs and the current Regional Dean and CEO, Northeastern University- Arlington. She is widely known as an innovative expert in defense, security, and policy.
  • Charles Phalen is the former Acting Director of the Defense Counterintelligence and Security Agency (DCSA) and the current principal of CS Phalen & Associates. He brings decades of leadership in personnel vetting and security policy.
  • Vice Admiral Bob Sharp, USN (Ret.) served as the Director of the National Geospatial-Intelligence Agency and is currently CEO of B Sharp – Global Solutions. Bob is known for developing and motivating cohesive teams to solve complex problems in dynamic situations, focused on helping people who are trying to make the world a better place succeed.

The Policy Advisory Board (PAB) at ClearanceJobs.com provides strategic guidance, expert insights, and informed recommendations on employment, national security, and security clearances. By formalizing this advisory role, the board strengthens our ability to shape industry policies, advocate for best practices, and ensure ClearanceJobs.com remains at the forefront of security clearance employment. Our mission is to enhance industry knowledge, influence policy discussions, and provide thought leadership on the evolving landscape of cleared careers.

Scope of Advisory Work

The board focuses on key areas shaping the security clearance workforce:

Employment: Address hiring challenges, retention strategies, and workforce trends in the cleared community.

National Security: Ensure employment policies align with national security objectives and workforce needs.

Security Clearances: Provide insights on policy updates, technological advancements, and process improvements in clearance management.

Roles & Responsibilities

PAB members serve as trusted advisors, contributing in the following ways:

Policy Recommendations – Analyze emerging policies, regulatory changes, and industry shifts, providing recommendations to improve the clearance process.

Thought Leadership – Publish insights through white papers, articles, and conference engagements to educate and inform the industry.

Industry Insights – Offer feedback and perspectives from their respective sectors, helping ClearanceJobs.com stay aligned with employer and candidate needs.

Stakeholder Engagement – Act as liaisons between ClearanceJobs.com and key national security, government, and private sector stakeholders.
